Harry J. Smith Jr. graduated from Fenwick High School in Oak Park, Illinois and received his B.A degree, cum laude from Loras College in Dubuque, Iowa. After receiving his J. D. degree from Loyola University, Chicago, he was admitted to the Illinois Bar in 1960.  In the same year, he opened his law office in 1960 and has been active in the legal profession since that time.


Aside from his private practice, he has served as a Justice of the Peace from Leyden Township (1961 -1963) and Associated Judge of the Circuit Court of Cook County (1963 – 1965).  He served as Corporation Counsel for the Village of River Grove for thirty-five years (1965-2001).  He also has served as the Prosecutor for the Village of Harwood Heights and as attorney for the Village of Schiller Park Fire and Police Commission for approximately twenty years.  He was qualified and appointed an Illinois Municipal Administrative Hearing Officer in 1999 and presently serves in that capacity in addition to his private practice of law.  In addition to being admitted to the Illinois Bar, Mr. Smith has been admitted to practice before the United States District Court for Northern Illinois, the United States Court of Appeals for the Seventh Circuit and the Supreme Court of the United States.  Mr. Smith’s practice is now concentrated in Commercial and Residential Real Estate, Zoning and Planning, and Municipal Law. Mr. Smith was honored with the 2015 Lifetime Achievement Award from Guerin Preparatory High School in River Grove, Illinois for his support and service.  


Bart A. Smith graduated from Fenwick High School in Oak Park, Illinois and continued on to the University of Colorado-Boulder where he graduated with honors and a bachelor's degree in political science and geography. After working for the University of Colorado for three years, Bart returned to school and received his law degree from IIT Chicago-Kent College of Law, graduating with high honors in 1988, and was admitted to the Order of the Coif.  Following law school, Bart served as a judicial law clerk to the Hon. Robert E. DeMascio of the United States District Court, Eastern District of Michigan, and then as an associate attorney with the firm of Hardy, Lewis, Pollard & Page in Birmingham, Michigan.  Bart returned to Illinois in 1991 and has served as the firm's managing partner since that time.  His practice is concentrated in the areas of business law, employment and labor law, municipal law, probate, estate planning, wills and trusts. In addition to his private practice, Bart has served as corporation counsel to the Village of River Grove and its Board of Fire and Police Commissioners and Zoning Board for over 20 years, and previously served as counsel to the Schiller Park Board of Fire and Police Commissioners.


In addition to being an attorney, Bart is the secretary and a board member of the Triton College Foundation, a director with the Grand Corridor Chamber of Commerce and the former treasurer of the River Grove Lions Club; and over the years has organized, promoted and operated numerous events for local charitable and political causes.  Bart is also a cyclist that participates in RAGBRI and a participant of the Great American Cycle Challenge riding over 600 miles and raising over ten thousand dollars to help fight children's cancer.


Marjorie A. Manchen attended Mother Theodore Guerin High School, now known as Guerin Preparatory High School.  She continued on her education at Western Illinois University earning a Bachelor of Science degree in Law Enforcement Administration, and a Bachelor of Arts in both French and Political Science (cum laude, 1982).  She later received her Juris Doctorate at Northern Illinois University's College of Law in 1992.  She joined the firm in July 1994, and is presently the head of the firm's family law practice.  Margie concentrates her practice in domestic relations, guardianships, probate and other family law matters, as well as municipal work, for the past 25 years.


In addition, Marjorie is the Village Clerk of River Grove, elected in 2009, and a graduate of the Municipal Clerks of Illinois Institute.  Marjorie also serves as the Office Assistant/ Office Manager for the Mayor of Schiller Park.  Marjorie serves as a member of the Board of Directors of Guerin College Preparatory in River Grove since 2008, and the former chair and president of the Guerin Alumnae Board (6 years). Additionally, she is an active member of the River Grove Lions Club, and a volunteer for Special Olympics Illinois, Chicago area. Marjorie’s prior internships or work include: the Chicago Crime Commission, Arapaho Investigations, State Farm Insurance (5 years; a senior claims adjustor), the N.I.U. Center for Governmental Studies, the Winnebago County State’s Attorney’s Office, the U.S. Trustees Office of the Department of Justice, and, Garretson & Santoro law firm in Chicago.  Marjorie was a Commissioner on the Elmwood Park Plan, Zoning & Development Commission (11 years), which she chaired. Marjorie was also a member of the Elmwood Park Civic Foundation, former chair of the Taste of Elmwood Park Committee, a wish-granter for the Make-A-Wish Foundation, and a Court Appointed Special Advocate (CASA) in Kane County, IL, where she represented abused and neglected children.
