Harry J. Smith, Jr. graduated from Fenwick High School in Oak Park, Illinois and received his B.A degree, cum laude, from Loras College in Dubuque, Iowa. After receiving his Juris Doctorate from Loyola University – Chicago, he was admitted to the Illinois Bar in 1960.  In the same year, he opened his River Grove law office and has been active in the legal profession since that time.

 

Aside from his private practice, he has served as a Justice of the Peace for Leyden Township (1961–1963) and as an Associate Judge of the Circuit Court of Cook County (1963–1965).  He served as Corporation Counsel for the Village of River Grove for thirty-five years (1965-2001), and as State Representative for the then 5th District from 1981-1982.  He also served as the prosecutor for the Village of Harwood Heights and as counsel for the Village of Schiller Park Fire and Police Commission for approximately twenty years.  He was qualified and appointed as an Illinois Municipal Administrative Hearing Officer in 1999 and presently serves in that capacity on behalf of the Village of River Grove.  In addition to being admitted to the Illinois Bar Association, Mr. Smith has been admitted to practice before the United States District Court for Northern Illinois, the United States Court of Appeals for the Seventh Circuit and the Supreme Court of the United States.

Mr. Smith's practice is now concentrated in Commercial and Residential Real Estate, Zoning and Planning, and Municipal Law.
